The Contradiction That Isn’t One

On March 24, 2026, Linear CEO Kari Saarinen published an essay titled “Issue Tracking is Dead.” Weeks later, OpenAI published Symphony — an open-source Codex orchestration spec whose central control plane is a Linear board. You could read that as a contradiction. It isn’t. But understanding why it isn’t is one of the more clarifying things you can do if you’re building agents right now.

The short version: Saarinen was right about the human ceremony. OpenAI was right about the substrate. Both things are true simultaneously, and the tension between them tells you something important about where agent infrastructure is actually headed.

What Saarinen Actually Argued

The “Issue Tracking is Dead” essay wasn’t a claim that Jira-style data structures are useless. It was a claim about the translation layer.

The classic issue tracker workflow goes like this: a customer has a problem, a designer has an idea, an engineer spots a bug, a support person hears the same complaint five times. All of that messy context gets compressed into a record — title, description, owner, state, maybe a due date. That compression is useful. It’s also expensive. Someone has to do it, and that someone is usually a human spending a meaningful chunk of their week turning reality into well-behaved tickets.

The one that tells the coding agents what to build.

Saarinen’s argument was that agents change this picture. Agents can read raw customer feedback, internal discussion, product decisions, code, and docs. They don’t need a human to do as much of the translation step first. Linear’s answer is to become less like a place where people manually move tickets around and more like a shared product system where context turns into execution — agent skills, automations, code intelligence, and eventually a coding agent with native Linear context.

That’s a reasonable argument. The interface is changing. The human ceremony around tickets is shrinking.

What Symphony Actually Does

Then OpenAI published Symphony, and it made the opposite point just as clearly.

Symphony is an open-source Codex orchestration spec. Its central idea: take a project management board like Linear, read the tasks, create a dedicated workspace for every issue, run agents continuously, and let humans review the results. The spec defines polling, per-issue workspaces, active and terminal states, retries, observability, concurrency limits, and handoff states. Human review is an example handoff state.

In other words, the issue tracker in the Symphony model didn’t die. It got promoted. It stopped being the only user interface for human coordination and became the data layer for agent coordination.

OpenAI reported that some internal teams saw a 500% increase in landed pull requests when using this model. That’s not a small number. And the spec explicitly uses Linear as the tracker of choice in its rollout.

So: Linear’s CEO says issue tracking is dead, and OpenAI builds an autonomous coding system on top of Linear. The same week. The same tool.

The Distinction That Resolves the Contradiction

The human translation step — manually grooming tickets, manually compressing messy reality into structured records — that can die. Saarinen is right about that part.

But the underlying substrate of why we have issue trackers? That gets stronger at the same time.

Agents need durable state. The context window doesn’t count. It can be summarized, truncated, or reset if work spans multiple runs, multiple agents, multiple days. The state needs to live somewhere outside the model. A ticket does that. The agent reads the ticket at the beginning of a run and writes back what happened at the end. The next run picks up the work because the state isn’t trapped inside the previous conversation.

That sounds boring. It is one of the biggest differences between a demo and a working agentic system.

Agents also need handoff semantics. Who owns this right now? Is the agent supposed to work on it? Is it waiting for a human? Is it blocked? Is it ready for review? In a good tracker, these aren’t memory-dependent — they’re fields. The assignee field, the status field, the dependency graph, the comment history. Together those fields become something like a protocol. That’s exactly what Symphony is exploiting.

This is also where the Cursor findings on long-running agents become relevant. Cursor ran hundreds of agents on large coding projects and found that flat agent organizations develop coordination problems fast. Agents hold locks too long. They become risk-averse and pick easy tasks instead of hard end-to-end work. Issue trackers are coordination tools — they already have units of work, claiming, status, blockers, priority, and a way for humans to see what’s happening without opening twenty terminals. The agent system doesn’t have to invent a coordination layer from scratch. It can use the one the company already trusts.

Here’s the part that surprised me when I thought it through: good UX in issue trackers indirectly improves agent performance.

When people hate a tool, they work around it. They leave fields blank. They put important decisions in Slack. They use fake statuses. They create tickets after the work is done. When people like the tool, more of the real work ends up in the system — cleaner state, better descriptions, current ownership, less-fabricated dependencies, audit history that’s actually useful.

Linear was a UX win. The UX win became a data win because people used it voluntarily and consistently. The data win matters much more once agents arrive, because an agent doesn’t care whether your project management tool feels elegant. It cares whether the state inside it is reliable enough to act on.

This is a genuine argument for good human UX in 2026, which is not a sentence I expected to be writing. The best agent substrate may not be the tool with the most AI features. It may be the tool your team has been using cleanly for years because they like it.

Why Atlassian Is Sitting on Something Underpriced

If issue trackers are agent substrates, then Atlassian owns one of the largest installed bases of agent-readable work state in the world.

In May 2025, Atlassian introduced its remote MCP server in beta, with Claude as the first official partner and Cloudflare infrastructure underneath. By February 2026, the Rovo MCP server was generally available. It supports searching and summarizing Jira, Confluence, and Compass; creating and updating issues and pages; OAuth authentication; existing permission models; admin controls and whitelisting.

This is not just an integration. This is Atlassian making Jira and Confluence agent-readable and agent-writable. Mechanically, it’s the same pattern Symphony assumes with Linear: take the system where work already lives, expose it through a controlled interface, and let agents operate against the work graph.

The Anthropic relationship makes more sense in this context. Anthropic was the first official partner for the Atlassian MCP server. Anthropic also signed a multi-year partnership with Atlassian Williams Racing, making Claude the team’s official thinking partner across Williams internal operations. There are also unconfirmed rumors — no SEC filing, no formal announcement — of a potential Anthropic acquisition of Atlassian. Treat that as speculation. But the strategic logic is obvious enough that the rumor gets taken seriously: Jira is a map of how work happens inside the enterprise. It knows the projects, the dependencies, the owners, the history, the approvals, which work matters, which work is blocked. That’s exactly the context agents need.

A few years ago, “frontier AI lab buys issue tracker company” would have sounded bizarre. Now the logic is legible.

Scoping, trade-offs, edge cases — the real work. Before a line of code.

Once you see the issue tracker pattern, you start seeing it everywhere. CRM systems (Salesforce, HubSpot) are issue trackers for revenue — deals move through stages, have owners, have history, have permissions. Service desks (Zendesk, ServiceNow) are issue trackers for customer problems. ERPs (SAP, Oracle, Workday) are issue trackers for business process. Source control is an issue tracker for code change.

The pattern: if a system was built to coordinate people asynchronously around important work, it probably has the bones of an agent substrate.

The weaker candidates are just as instructive. Email has state and history, but the verbs are too weak — reply, forward, archive, label. There’s no native way to assign, resolve, block, or approve in the general email model. Slack contains enormous amounts of context, but the structure is mostly transcript structure. A thread is a pile of messages. The state of the work is implied rather than encoded. Agents can read Slack and summarize Slack, but if Slack is the only place your work state lives, the agent has to infer too much.

This gives you a five-question diagnostic for any tool in your stack:

  1. Does it have records or mostly just content?
  2. Does it have a state machine or just labels?
  3. Is ownership an explicit field or something people infer from conversation?
  4. Are the verbs structural (assign, resolve, block, approve) or just conversational (reply, share)?
  5. Is the history queryable or just visible?

Tools that score well on these questions become agent infrastructure. Tools that score poorly become context sources at best, or places where someone else builds the real substrate around them.

The most important question for any tool in your stack is not “does this product have an AI chatbot.” It’s “can an agent safely understand and change the state of work inside this product.” Those are not the same question.

What This Means If You’re Building

If you’re building a product you want agents to use, the 2024 instinct was to bolt a chat interface onto the UI. The better move is to start with the underlying state.

Expose your records. Define your verbs explicitly. Make ownership a real field. Preserve history in a queryable form. Build permissions into the model. Make important actions available through an API or an MCP server. If your product is opaque, agents have to scrape the UI or guess at intent — that’s fragile. If your product exposes clean state and clean verbs, agents can operate through it.

This is also where the abstraction level of your tooling matters. For teams, the implication is more uncomfortable. Your work tracking choice is becoming your agent infrastructure choice. The Jira vs. Linear decision used to be about UX and workflow fit. Now there’s another question: which substrate do you want your agents to run on? If your work data is clean, your agents get a head start. If your work state is spread across Slack threads, half-filled tickets, mystery spreadsheets, and undocumented tribal knowledge, agents will struggle in exactly the places you want them to help.

Messy operations used to be a human tax. People could compensate with meetings, memory, relationships, heroics. Agents are worse at those things. Agents need the business to be legible. Cleaning up workflows, consolidating systems, enforcing fields, keeping ownership current, making sure status actually means something — that’s not just good hygiene. That’s AI readiness.

This connects to the broader question of which agent architectures actually work at scale. The Boring Tools Win

The 30-year accumulation of human coordination infrastructure isn’t going to disappear because agents arrived. It’s going to become the surface agents consume.

Bugzilla shipped in April 1998. Terry Weissman wrote it for Mozilla to track software defects — durable state outside any one person’s head, a state machine (new, assigned, resolved, verified, closed, won’t fix), an assignee field, dependencies, audit history. None of that was designed for AI. It was designed for humans coordinating asynchronously across time zones and memory gaps. Those human constraints turn out to be close to agent constraints. Humans forget context; agents lose context. Humans need handoffs; agents need handoffs. Humans need accountability; agents need observability.

The system we built to compensate for human weakness compensates very well for agent weaknesses too.

Kari Saarinen said issue tracking is dead. OpenAI published a system that uses the issue tracker as the control plane for autonomous coding agents. The old user experience is dying — the ritual of humans manually translating every bit of context into well-behaved tickets, that world is shrinking. But the substrate underneath it isn’t dying. It’s becoming more valuable.

The contradiction resolves the moment you separate the UI from the data model. Linear’s CEO was writing about the UI. OpenAI’s Symphony spec was writing about the data model. They were both right. They just weren’t talking about the same thing.

The question worth sitting with: which boring tools in your stack have records, states, owners, verbs, permissions, and history — and are willing to expose them? Because those tools are more strategically important than they look. And the tools that don’t have those properties? Someone is going to build the agent substrate around them. The difference between owning that substrate and sitting on top of someone else’s is going to matter more than most people currently expect.
